Federal programs that shape aviation work
Every certificate an American pilot holds, every repair that keeps an aircraft legally airworthy, and every altitude an air traffic controller clears rests on a body of federal paperwork that most people in aviation never see. The Federal Aviation Administration publishes that paperwork in public, and the way it is organised tells you where a rule was born and who has to obey it. Learn the shape of the FAA's regulations and policies pages, and you can trace almost any question about United States aviation work back to the document that answers it.
Start with the problem the agency set out to solve. Before the Dynamic Regulatory System existed, aviation safety guidance lived in more than a dozen separate repositories, and finding one advisory circular meant knowing which repository held it. The Dynamic Regulatory System, usually shortened to DRS, folds more than 52 document types into a single searchable application. It carries everything that used to sit in the Flight Standards Information System and in the agency's Regulatory Guidance System. For anyone who has chased a maintenance rule across three different websites, that consolidation is the whole point.

01 What lives on the regulations and policies page?
The page groups its content by the kind of document rather than by the kind of aircraft or the kind of operator. Advisories and guidance sit at the top of that grouping, and they cover everyday working questions. Advisory Circulars, usually written as ACs, are there, along with airworthiness directives, temporary flight restrictions, and notices to airmen, the NOTAMs that pilots check before a flight. Forms sit beside them, in separate sets for designees, aircraft registration, and airports.
Then come the regulations themselves. The Federal Aviation Regulations, or FARs, are split by the population they bind: air carriers and operators on one side, pilots and flight and ground instructors on another, commercial space transportation on a third. Rulemaking sits in the same area, with recently published rulemaking documents, petitions for exemption or rulemaking, and the Regulatory and Guidance Library.
02 Manuals, orders and who they actually govern
A handbook explains how a task is done. An order explains how the agency itself is run. Both appear on the FAA's regulations and policies page, which gathers handbooks and manuals for aircraft, aviation, and for examiners and inspectors, then lists orders and notices, including GENOTs, plus a browse-by-topic view covering research and development, medical, air traffic, and aircraft and airmen. The distinction matters when you are reading: a manual for inspectors is written for the inspector, not for the operator being inspected, and reading it as an operator's rulebook leads people astray.
The page also points at two smaller collections that reward a look. The Pilot Records Database is listed there, and so is a set of draft regulatory documents, split into aviation safety drafts open for comment and draft airports series 150 advisory circulars open for comment. A draft is not a rule. It is a document the agency has published so that the people it would bind can say what they think before it takes effect.
03 Where air traffic documents come apart from the rest
Air traffic gets its own shelf. The FAA's air traffic plans and publications page organises its holdings into manuals, publications, orders, GENOTs and notices, plans, air traffic procedures bulletins, and a final catch-all category of additional orders, regulations and advisories. Two of those items reach further into daily flying than any other.
The first is the Aeronautical Information Manual, the AIM, published in a basic edition with Changes 1, 2 and 3, in both HTML and PDF, with the basic HTML and PDF versions carrying an effective date of July 9, 2026. The change documents stand alone as well: Change 1 effective August 7, 2025, Change 2 effective January 22, 2026, and Change 3 effective July 9, 2026. The second is the Pilot/Controller Glossary, issued in the same pattern, a basic edition with Changes 1, 2 and 3 effective on those same dates and with the same three changes available separately.
Those are the words pilots and controllers use with each other, defined once. When a clearance sounds wrong, the glossary is where the meaning of the phrase is fixed. The same page carries the Aeronautical Information Publication, the AIP, in a basic edition with Amendment 1 effective July 9, 2026, and lists the GPO Bookstore as the route to hard copies of many publications, with an email address at gpo.gov and a phone number for orders.
04 Reading an order number without guessing
Order numbers look opaque until you notice that they are stable labels. JO 1000.37C covers the Air Traffic Organization Safety Management System, with Change 2 dated October 1, 2021. JO 1900.47G deals with air traffic control operational readiness and contingency planning, dated April 30, 2024, and it shows one current notice. JO 2900.2, dated June 1, 2018, covers Air Traffic Organization audits and assessments. Training orders run in their own series: JO 3000.22C on technical training management dated June 24, 2024, JO 3000.57B on technical operations training and personnel certification dated December 30, 2022, JO 3120.4S on air traffic technical training dated August 28, 2024, and JO 3120.29C on the Flight Deck Training Program dated May 24, 2013, which shows no current notices and has archived ones.
Two more are worth naming for what they govern. JO 7000.5G sets out procedures for submitting changes to air traffic control publications, dated August 24, 2023. JO 3400.20 covers individual performance management for operational personnel, dated January 30, 2012. A letter or two at the end of a number marks a revision, so the same order can be found under an older suffix. Reading the date next to it tells you which version you are holding.
05 The manuals behind the orders
Under the manuals heading sit three documents that explain how the air traffic side runs itself. The Air Traffic Organization Safety Management System Manual carries a July 2026 date. Air Traffic Organization Safety Risk Management Guidance to Systems Acquisitions, shortened to SRMGSA, dates from October 2022. Form 1100-1, a directory distribution change notice, is listed there too.
A single comparison study rounds out the publications list: a 2015 comparison of air traffic management related operational performance between the United States and Europe. It is the one item on that page that is analysis rather than instruction, and its date makes clear how far back the comparison reaches.
06 How a rule reaches the people it binds
The route is longer than it looks. A petition for exemption or rulemaking opens the door, draft documents go out for comment, and recently published rulemaking documents mark what has moved. Once a rule exists, the operators it binds meet it through the FARs, through advisory circulars that explain acceptable ways to comply, and through airworthiness directives and notices that carry immediate effect. The regulations and policies page is the index to that chain, and DRS is the search box that spans it.
That chain is also why the same question can have different answers depending on who is asking. A repair station reading an advisory circular, a Part 135 operator reading the rules for air carriers, and a flight instructor reading the rules for pilots are all pulling from the same shelf, but not from the same document.
07 What the FAA pages do not publish
One limit is worth stating plainly, because it saves time. The air traffic plans and publications page does not list a fee for anything, and it does not give a schedule for when a given change will next be revised. It also notes that certain manuals, publications and orders are again available in HTML format and points to a memorandum for the detail; that memorandum is a PDF, and it is the place to look for the reasoning. A reader who needs the current Topic Owners and Stakeholders spreadsheet has to email the correspondence address given for it rather than download it from the page.
08 Where to begin with a real question
Take whatever you are actually trying to settle and match it to a shelf. If the question is what a word means in a clearance, go to the Pilot/Controller Glossary. If it is what a regulation requires of an operator or a certificate holder, go to the FARs, then to the advisory circulars that sit under them. If it is how the agency runs its own air traffic organisation, go to the orders, which carry dates and revision letters that tell you how current they are. If it is what might change next, go to the draft documents open for comment and read what the agency has proposed before it binds anyone.
Then use the search on DRS rather than browsing shelf by shelf, since that is what it was built to replace. Check the effective date on whatever you find, because a document from 2013 and one from 2024 can both be live and can say different things. And when a number you need does not appear anywhere, ask the office named in the document you were reading rather than assuming the rule does not exist.
